What’s involved?

The market entry process provides assurance to code bodies and Ofgem that your systems and processes have been developed in line with REC and BSC requirements and robust industry practice.

This rigorous approach to qualification mitigates against risk and ultimately ensures that your systems, people and processes won’t pose a risk to electricity settlement or other market participants. 

Obtaining a licence from Ofgem

Each IDNO must adhere to a set of standard licence conditions (SLCs) from the day the licence is granted. Ofgem requires IDNOs to maintain, become party to, or comply with various industry codes in accordance with the conditions of their IDNO licence.

Gaining Retail Energy Code (RECCo) assurance

The Retail Energy Code Company (RECCo) oversees faster and more reliable arrangements for consumers to switch energy suppliers, encompassing registration activities like the Electricity Data Retail Agent (ERDA) and the Central Switching Service (CSS). IDNOs are required to perform various activities to prove their risk-free operation within the GB marketplace.

Gaining Balancing & Settlement Code (BSC) assurance

The BSC is a multi-party contract establishing ground rules for IDNO parties to operate within the GB marketplace. The BSC Qualification process ensures an organisation’s systems and processes meet BSC standards and adhere to robust industry practices.

Tell me more about entering the market as an IDNO. What’s involved?

There are 3 key initiatives a new IDNO market entrant needs to focus on:

  1. Obtaining a licence from Ofgem

  2. gaining Retail Energy Code (RECCo) assurance

  3. gaining Balancing and Settlement Code (BSC) assurance.


Most of the activities associated with 2 and 3 above will require you to go through rigorous market entry testing assurance activities. The market entry process provides assurance to code bodies and Ofgem that your systems and processes have been developed in line with REC and BSC requirements and robust industry practice. This rigorous approach to qualification mitigates against risk and ultimately ensures that your systems, people and processes won’t pose a risk to electricity settlement or other market participants.

Are there any other things we need to consider?

As an IDNO there are more obligations laid out within the Smart Energy Code (SEC), the Distribution Code Use of System Agreement (DCUSA) and Data Transfer Services Agreement (DTSA). The good thing is that our full range of managed services take care of all activities that are needed from you as a new entrant,
ensuring full compliance with license and code obligations.

How long does it usually take to obtain a licence?

Based on our experience, the process from initiation through to obtaining a licence takes in the region of 6-9 months.
